He got the idea by reading about community foundations around the country. The year was 1977, and Rickie Feuille, a prominent attorney at the firm of Scott, Hulse, Marshall, Feuille and Finger, wanted to make a difference in El Paso. He believed that a locally operated Community Foundation would benefit El Paso in at least two important ways: the community foundation would build a legacy of giving that previously did not exist on a large scale, and it would remember and implement the wishes of its donors. Rickie Feuille’s vision was to keep El Paso’s charitable funds in El Paso, managed by responsible local leaders.

With that in mind, Rickie Feuille gathered civic leaders and helped build the El Paso Community Foundation. Through its 27 years, the El Paso Community Foundation has grown into a charitable organization comprised of more than 380 charitable funds, which support a wide array of causes—from Alzheimer’s to the arts. The foundation does more than manage funds. It manages the specific wishes of those who give.

Rickie and Louann Hoover Feuille started general charitable funds in memory of two of their children, Joseph and Patrick, and another in memory of Margaret Levy Feuille, Rickie’s mother. Rickie Feuille is an outspoken advocate for giving back to his hometown, and he knows that the El Paso Community Foundation will honor his legacy.
