El Paso Community Foundation seeks to create a grantmaking process that is both flexible and user friendly. Please take time to read this page in its entirety as well as the Grant FAQs
. They provide helpful information that will make the process easier.
All requests must be submitted on the El Paso Community Foundation LETTER OF INQUIRY
(in English, no more than two pages). Unless otherwise indicated with associated foundations and funds, deadlines for letters of inquiry are February 1 and August 1 (5 p.m. Mountain Time). Do not submit more than 60 days prior to deadline. Please do not submit Letter of Inquiry using all upper-case lettering.

- Organizations that are political or partisan in purpose
- Travel for individuals or groups
- Requests from organizations outside the El Paso geographic area
- Endowments
Research Guidelines for granting programs associated with El Paso Community Foundation
The program staff of El Paso Community Foundation administers the grant process under our standard granting guidelines for these associated foundations and funds.
- J. A. and Evonne Cardwell Foundation
- Provides funding for general charitable purposes in the El Paso region.
- Walter H. Hightower Foundation
- Provides medical care and treatment of children with disabilities in the west Texas and southern New Mexico area. (Deadline February 1
).
- Stern Foundation Perpetual Charitable Fund
- Provides funding for general charitable purposes in the El Paso Region (Deadline August 1. Do not submit before June 1st
).
- Stern Foundation Perpetual Medical and Scientific Research Fund
- Provides funding for medical programs in the El Paso region (Deadline August 1. Do not submit before June 1st
).
The Burkitt Foundation Perpetual Fund Grant Guidelines
After reading through the Burkitt Grant Guidelines, the first step in the application process is to submit the following information requested below. All information should be submitted in English.
The Burkitt Foundation is a Texas non-profit corporation and supporting organization to the El Paso Community Foundation. Reflecting the philanthropic interests of the founder of the Burkitt Foundation, Bess Burkitt Crane, the Burkitt Foundation Perpetual Fund of the El Paso Community Foundation is operated primarily to foster and promote the interests of Catholic educational organizations and other Catholic activities, mainly in the states of Texas, New Mexico and those portions of Mexico which abut the southern borders of the states of Texas and New Mexico.
While no limitation is imposed upon the grantmaking activities of the Fund by law or by its governing instrument, the Fund's purposes may be accomplished most effectively by concentrating on the subject matter and geographical areas described above, with particular emphasis on the most economically disadvantaged communities in Texas. Within these parameters, proposals are encouraged for:
- Salary supplements for teaching
- Tuition assistance programs
- Other operating projects of Catholic educational organizations
- Ordinarily, it does not fund past operating deficits, large capital campaigns or endowments. Requests from all Catholic organizations must be accompanied by a letter from the Bishop, endorsing the project for which funding is sought. The organization must provide the Bishop's letter in order to be considered for funding
- Each grant application is preliminarily reviewed by the Fund to determine whether the application falls within the scope of its activities

Applicants can only submit one time in any 12 month period. Deadlines for letters of inquiry are February 1 and August 1 (5 p.m. Mountain Time).
